Just experienced this.. To solve it: Hold down the power and home button. As soon as the apple screen pops up, stop pressing down the power button and press the volume up button with the home button. or you can downgrade Cydia Substrate.

It's not booting up properly so try doing this: Hold power and home button until the apple screen. As soon as it gets to the apple screen, ONLY hold the Volume Up button and the home button, let go of the power button.
