There's no way to get free space without a jailbreak, even with a jailbreak you will use ICleaner.. but i would recommend that you delete pictures and apps that you no longer need .

The IPA should be an application. what do you mean by "you cant find any .ipa files in any of the folder" ? and from that site which one are you trying to install ?

you can use cydia Impactor to install the IPA http://www.cydiaimpactor.com/ after you install the IPA it should be on the home screen of your device
