Update to ios 8.4 and jailbreak on there. Much more stable, and efficient. I had the same problem on my 5S when I was on 8.1.

Restart your phone maybe? If you're jailbroken, try an alternative to downloading it from the official app store, like appcake. Which is completely free from cydia. Otherwise it's either your internet, or Apples servers being funky.

You could, back in iOS 7 I do believe. But they since patched the ability to set your time back download things off of Safari. Sorry mate.
