Free weapon upgrades skipping, not free weapons. As for the crashes, I do not know. Do you have conflicting tweaks installed?

I doubt it. Probably some code or framework they used is only available on iOS 10+.

Perhaps now there's an actual reason it doesn't support iOS 9 or lower.
