Seems like you may need the SDKs from the theos GitHub repo. See: https://github.com/theos/sdks -
You need iOSGods App+ for game center support. A paid Apple ID works too.

You may have already exhausted your limit perhaps? Or there may be a bug. I would recommend waiting until it resets for now. -

Logging out and back in should help. Make sure you are using the current ViP account @Tropic_Pineapples. Additionally, ViP IPAs currently are not unlimited. You are capped to 10 per day which should be enough to do what it is you want to. -

This is a known issue and seems to be sporadic. Reinstalling AppList may help..
