Was asking because I got the same error you got without the device being connected via USB... Can you try another port? Both USB port and another port other than 23

What's in your hosts file (Windows/system32/drivers/etc/hosts)? Have you also tried this on another app to see if it's only x process?

Same way you delete the others. Replace the string with the one in the tutorial and press enter to remove the bullet tables.
