How are you generating the Packages? You may need to use dpkg-scanpackages or something similar.

Is the IPA you just "forgot" the same as the one you're getting the issue with?

Report the issue to r/Sideloadly and download & drag & drop the IPA manually for now.

Can you visit developer.apple.com and see if they’re asking for anything there? Make sure your devices are connected to the internet.
