If it's working while in Safe Mode. A tweak is causing this. You will need to find the defective one. Install CrashReporter from Cydia also for some help on narrowing down the tweak list.

I think SUPERGIU has made a tutorial for something like this in Tutorials section also.

Try Recuva. Same people who made CCleaner made that.

Try uninstalling xcon or update to the latest version.

I don't think he/she's jailbroken.

Semi-restore never fixed my issue at first. I had to run it twice for it to be successful. Have you ran it more than once?
