Yes, but it will still fail to install if you have more than 3 sideloaded apps already. It'll get stuck on Verifying Application...

No, it's per device.

On iOS 10, Apple only allows you to sideload 3 apps. Does anyone know a workaround for this?

Uninstall that and download the official one from igg github repo. If it doesn't appear, reinstall UIKit Tools.
