Requirements:

A computer (Windows/Mac)
Cydia Impactor: http://www.cydiaimpactor.com/ - download the one for your OS (Windows, Mac OS etc.)
Lightning cable (or a type C cable depending on if you have the iPad Pro 2018)
WiFi Connection
