No skill cd works, but enemy still attacks me, this normal?

The reason why enemy always attacks is beacause of character’s speed.

the first moving character keeps its turn.

Thus, like Gamora or Black widow who are the  

fastest in the game they have chance to attack first and then keep their turn. 

so if you have issue that enemy always attack 

install only no skill cool down version and clear the stage.

however can you fix the issue that I posted up there??

like enemy always attacks if there speed is higher then mine

It happens especially at stages with Blackwidow and Gamora
