Help/Support HOW TO CALL TO UAE FOR FREE INTERNATIONALLY

I want to make an international phone call to my grandfather who lives in UAE, i tried linking my credit card to app store but it declined , i can't even buy in-app credits because of that. Does anyone know a way to make international calls to UAE? i am ready to pay online via desktop.

I want to make phone call directly to its sim , he doesn't use mobile data or wifi, he''s always outside.

No way to do this FREE without a WiFi connection on both ends.

It's very expensive, i am preferring the online third party apps which provide cheap cost calling
