It's currently in BETA #5. So we're getting real close. Probably near the end of this month to the middle of July.

No, there's no need to do that right now. Unlike iOS, Android can easily be rooted so there's not much of an issue comparing iOS Jailbreak. If people aren't rooted, there are many emulators which are.
