Kind of like mini moderators. Someone can be in charge of promotions for that certain rank.

So Klepto (or whomever's in charge of promotions) isn't required to do promotions.

The x person in charge of promotions for x rank isn't able to see user's warnings and they likely don't keep a close eye on people like staff do.

But if Klepto's in charge of doing all the promotions, that is biased.

Putting all the promotions on one person is.
