Well. shit. Does anything else work? Borrow a PC / Mac or something, Connect ipad to it and check if apps are visible there.

Connect it to iFunBox and see if Terminal works.

This happens to me I deleted cydia substrate and all of the app came back I think it is a problem from a faulty tweak which caused this try to delete cydia substrate

Hmm, this seem to hit me before, and you have no choice but to backup your mobile.

This had happen to me before, but instead, when an ad came up from stupid xmodgame, my screen went all black. I couldn't do anything, so I had no choice, but to backup it. If you still have your mobile like that, and any computers or laptop around you, no alternative way to do but backup.
