Help/Support Cydia Substrate and debs not appearing

I have cydia substrate installed, when I install tweaks from cydia they appear in settings but when I install from a deb file it doesnt show, Please help

It was zahirs deb, but when I installed mayaxayas deb it worked fine

Mayaxayas deb installed flawlessly but Zahirs didn't appear in my setting

That's a Tweak, so it doesn't have any settings to configure.

 

The installation instructions just say to install it and enjoy also.
