You can download Text free apps. They usually give you free minutes to start off with. Like Pinger. I used that at one point, & pretty good quality for wifi calls.

You need to have one of them.

 

If you do not have Sim card, you should have wifi ,then download Wechat, Skype or Messenger to do the phone call or video call.

if you are a iPhone user, you can just use the facetime feature.

I think VOXOX works without a SIM or anything. As long as your have internet.
