Please help! Antivirus and Windows Defender is already disabled but am still getting the same error:

ERROR: Guru Meditation 0db732@688:3aea77 Failed: (3019) Authentication Error. Xcode 7.3 or later is required to continue developing with your Apple ID.

    PLEASE HELP ME. ANTI VIRUS AND DEFENDER AND FIREWALL ARE ALL ALREADY DISABLED BUT AM RECEIVING THIS ERROR (ALREADY TRIES RUNNING IT AS ADMIN TOO)

    Try to uncheck "Don't use Anisette authentication". If that doesn't work go to your appdata folder (windows key + r, then type %appdata%) and delete the sideloadly folder and then try again.
