Safe mode? maybe you can't download because of tweaks or try not jailbroken state. If you can't download even at unjailbroken state it's weird maybe low Internet something

doesn't matter what device you have of Apple you can't downgrade iOS 11 to something lower thought I have even older iPad mini and its jailbroken

To install .ipa you need Cydia impactor. You can't install deb if not jailbroken as I know, to install save file cheat read tutorial on this site it's somewhere here? I just figured these works for iOS 10 not 11 idk I think you should just install .ipas

I'm not English don't know what are you about, you can just edit preferences folder with file manager if you jailbroken and get pro same but I don't care, so if you do so this topic maybe closed.
