Check out this thread to automatically install Tweaks. Tweak Installer if you want bootstrap goto /Library (SBinject is now named 'TweakInject')

1. Saurik hasn't updated cydia for ios 11 (Electra jailbreak) everyone receives these errors while refreshing/loading cydia. 2. /Bootstrap folder was only there because you had to manually install tweaks now that cydia has been added you can auto install. P.S. if you cant or don't want to install tweaks using cydia use Tweak Installer. Hope i helped
