If you have jailbreak try to restore your phone but stay on the same firmware. I forgot the app's name to do that, some of the guys may know it. Also try booting into mode without tweaks, and see are the tweaks causing it.

If you're on iOS 9.0.2 as your profile says, I think that you should really jailbreak the phone. Just don't update till a new jb is out Just follow some of the bigger youtubers like EverythingApplePro and others They have good tutorials. Also I think you have a toturial on this site on free iap without jailbreak
