Is you Cydia Substrate currently upgraded to the latest version? If it is, please downgrade to Cydia Substrate v0.9.6011. To get out of that logo, do the process of rebooting, and as soon as the logo appears, hold volume up and home button until it boots properly. Then, downgrade.

Close it from multitasking or if that doesn't work, it's maybe just your internet. One more, reboot your WiFi or reconnect your phone from your WiFi.

Find the tweak that you downloaded that's causing that issue. Going to Installed > Recent could potentially help you identify the tweak.

Downgrade your Cydia Substrate to v0.9.6011. It should work properly then. If you don't know how to downgrade, just go to the package > Modify > Downgrade > Select the version you want. In this case, v0.9.6011.
