Look for the PvZ 2 .deb file carefully in iFile. Tap on it and press "Installer". If you really can't find it then go back to the hack file and re download it through Safari. Pick "Open in iFile" and it should auto highlight the file for you to install the hack.

Oh, my bad. I didn't fully read your OP. Is there a way you can downgrade from iOS 9? Apple probably stopped signing the older versions already though. -
