You cannot jailbreak on 8.3, thus you cannot get iFile, thus you cannot get hacks that require iFile.

You cannot get any sort of cheats on your iPad Mini currently since it's on iOS 8.3.

Not true. There's a new jailbreak that's upon release in the upcoming weeks. Just a little patience

July might be the holy month for Jailbreakers.

 

8.3 Jailbreak has already been demoed on Mobile Security Conference. They're just waiting for iOS 8.4 to come out so they can release it.

 

8.4 comes out late June.
