Umm...not sure how long you have been playing this game...there is TRADING system in the game. It's still essentially a single player game as of now. So you have to collect all these parts on your own ? 

For gas tank open red coupon crates in Bunker Alfa and also you can purchase a Mechanics Pack from the In App Store and open them using the hacked app to make them 10000 packs and get the gas tank from there.

The wheel and Steering can also be found in red coupon crates and also in Yellow coupon crate from Bunker Alfa.
