Do you mean Cydia Impactor? You have to use that to side-load apps onto non-jailbroken devices, besides Xcode. Impactor is simpler, free and available for PC and Mac.

I sorted that problem but now i have another problem...my device is not appear in the cydia impactor...way, what is wrong?
