1. iPad Mini 2 @ iOS 8.4 or iPad Mini 4 @ iOS 11.1.2? (Pretty damn sure everyone will say iPad Mini 4 @ iOS 11.1.2, but I don't know... never used Electra or something that was released after 8.4 )

2. iPad Mini 2 @ iOS 10.3.1/2 (found blobs ?) or iPad Mini 4 @ iOS 11.1.2?

iOS 11 is quite nice on iPads. Regardless if a Jailbreak is available or not.

iOS 9. And 10. But they're outdated now and most apps will not work and you will be missing out on new iOS features.
