General Tool to load specific iOS versions?

Are there any third party apps you can purchase to load a specific iOS version onto a device?

ipsw.me has all iOS versions as .ipsw but most of them are unsigned so you can't downgrade to those ones.

unless you are jailbroken, but if not then only the ones that apple still signs, downloading the .ispw from ispw.me and restoring with that ispw through iTunes on ur pc

Do you know the lowest iOS that is still signed?

The lowest firmware is probably in the 11.2.x but I'm not sure
