It shows as installed in Cydia but it's not working for me..

You don't have mobilesubstrate installed.

Figured it out, to install the package it required APT 0.7 Strict instead of just the lib and apt-key.
However the app is still not working

There is no mobilesubstrate with Electra

Even with all 3 APT packages loaded, deb files will install and show in Cydia but they wont show anywhere on the device and if it's a settings app even with preferenceloader they wont show there either.

Something else is missing here.  I'm running Electra 1.0.3

All 3 APTs (coolstars)

Preferenceloader 2.2.4 Alpha 1

AppSync Unifed 9.0

RocketBootstrap 1.0.6 Beta 1

EDIT:

Figured it out.  When you jailbreak with Electra you have to keep TWEAKS ON.  This really stinks because two of my main tweaks require it be off.  This jailbreak sucks!!!  At least that ends that mystery.
