I have an iPhone 6S which belonged to my Uncle's who recently left the country.

He gave me the phone as a going away present but never gave me the password.

The phone of course ISN'T iCloud locked, but just with a password. Will I be able to use it if I restore it?

Yes , If there is no icloud lock then DFU and factory reset
