I'll bring it to a decent level instead of maxing it

Yes, this will only work for Jailbroken iDevices.

 

You can find a Jailbroken iDevice maybe and login to your account on there and apply the hack, get the stuff you want and then it'll sync over to your non-jailbroken idevice.
