General App to shut down ipad automtically after a set time

We are parents who are looking for an app that will shut down our child's iPad (not lock it - shut it down) after an hour of use each day.

This is when our child is not with us.

This would be with or without an internet connection.  
Is there an app that does is?

We have looked and looked.

I have looked at all of these already.  The only one that might work is Moment, which we hope to test today.
