requires a jailbreak? Description says yes tags says no also would this work on a jailbroken iPod running iOS 6?

Ok so if I pay 35 it will open the link for me?  Because the bottom was saying no further replies which I thought meant regardless of status you can't reply and that the last post was over several days ago.
