So she had her iPad, and she tapped something that said "Run diagnostics" and thenit gave her a URL that was like "diags://83632" and the she put it into safari on my phone and it went over to the stock app called "iOS Diagnostics"

If you mean the app the genuis had on her iPad, I don't think you can get it. The local iOS Diagnostics app can be enabled, and when enabled, it just asks for a ticket number, so it's useless.

Type "diags://" into the top bar in safari if you want to see the app
