I think the title pretty much says it. But just to make it clear, I want to know a way I can hex edit a game without jb, meaning it'll require a pc. So what's a good application you can do so, and please provide instructions on how to get setup. Thanks!

Do I need to connect it to my iOS device or something?

Yes . Take a backup through iTunes and open in iBackubot on Mac . Check the user app files for your app/game and search around for files containing data
