Installed the beta 3 on my iphone 7 plus 128gb and it's been working perfectly, i've installed multiple tweaks and aith the new package that i installed from the guy that made the working substrate fix, cydia is more stable than ever, everything works fine with a FEW crashes here and there but nothing to worry about, and when i install a broken package, i reboot, re jailbreak and open cydia and uninstall it reboot rejailbreak again and then run the substrate fix

It works but it's not worth it at the moment since almost all of Cydia tweaks are broken. And broken tweaks can break your device.

if you install this and wait to install tweaks until they're verified iOS 10 would that be acceptable for stability?

Yes, but waiting for the Jailbreak tool to also improve is better.
