It's tethered. Which means every time you reboot your device, you will need to open the Pangu app and follow the instructions.

 

More precisely, it's semi-tethered.

Tethered means that you must plug your phone to the computer after reboot and your iPhone went banana.

In case with Pangu 9.3.3, we luckily don't need a computer, we can re-jailbreak on the go if suddenly we need to reboot our phone. The only condition is that Pangu JB app is installed and is not beyond 7 days certificate validity window.
