I already ask for a refund  iap , but i was wondering can buy and ask for a refund a second time same app also anyone know how many time can this done.

Yes you can ask a second time and there is no definitive number of times that they cut you off. If you buy gems in Clash of Clans and have it refunded saying "I didn't get my gems" then go right back and do it three more times it gets more suspicious every time. It goes until someone flags you.
