Unable to press "Start"

I got an iOS 9.0.2 6S+

I downloaded Pangu9_v1.2.0.exe from the official site,

~Turned Passcode Off

~Turned Airplane Mode On

~Turned Find My iPhone Off

~Runned Program As Administrator

and I still can't press START

1-) Download the latest version of the itunes

2-) Back up your device

3-) Turn airplane mode ON

4-) TURN OFF PASSCODE

5-) Turn off Find my iphone in ICloud

6-) Download the latest version of pangu again in http://en.pangu.io

After doing these step maybe i am sure it will work
