An easy fix for this was to simply reinstall UIKit Tools from Cydia. :s

Yeah okay sorry

But while i was trying to fix the problem and installing some apps like easyspring2 the cydia crashed then my ipad autorebooted then got stuck to apple logo

Diversity helped me to fix it but i cant access all the tweaks even cydia and everytime i rebooted the ipad the same thing happens and got stuck on apple logo thats why i restored it

Safe mode would have fixed that also.
