If you've followed all requirements on the first posta dn using latest Pangu version but still having that issue then there might be a problem with Pangu itself?

 

Have you also tried a different USB port & Cable?

I heard you shouldnt yet because many cydia programs dont support ios 9 yet. Idk if thats how it works thought i just came over from android. Ios noob
