How do I upgrade floors and walls in the settlement?

I'm at what I think is the last mission for Act 2: Engineering Networks-Alternating Current(3/3)-Build a Grinder.

I can't build a Grinder until my Woodshop is level 2. I can't get a level 2 Woodshop until I have a level 2 wall, which also requires a level 2 floor. The level 2 wall and floor upgrades need Light Parts, Slate, Chipboard, and Iron Sheet. Those materials can be crafted from level 2-3 workshops, but how do I get those so I can upgrade the workshops to begin with? I can't go to the Transport Hub yet until I finish this mission, and they aren't rewards from expeditions, so I don't understand how I'm supposed to get those resources without spending money?

Whoops, I totally misunderstood the requirements. The requirement for Wall Lvl 2 is in reference to the wall structure of the settlement, not a wall of the woodshop.

"Can I upgrade a small part to level two, or does the entire house need to be level two?"

It’s both first they will ask u to upgrade floor to lvl 2 then walls at lvl 3 of wood shop or the other shops just read what they are telling you to do it’s simple just allot of grind
