Unfortunately there is no way to get a new ID w/o 2FA. All new IDs require a phone and email and by default come with 2FA which cannot be turned off. This was confirmed by Apple.

same error (iphone7+ running ios13.5.1 - which seems to be a pretty big hassle to work with as is)

When trying to workaround with "dont use anisette authentiation" I get: 
HTTPSConnectionPool(host='idmsa.apple.com', port=443): Max retries exceeded with url: /IDMSWebAuth/clientDAW.cgi (Caused by SSLError("Can't connect to HTTPS URL because the SSL module is not available."))

Nothing new that hasn't already been posted but I appreciate you guys dropping in & replying to the same questions/info being brought up repeatedly & keeping us informed as you work to find/fix the issues. 
Looking forward to picking up VIP once this gets sorted out.
