You need:

 

- An Apple ID

- An Freshly-restored iDevice

- Around 200MB of space

- Your brain

 

Features of iOS 9 Public Beta aka iOS 9 b3:

 

- New apps like the new Maps, Notes, News, and iCloud Drive.

- New upgrades to Siri, Spotlight, and something new called "Intelligence"

- 4x4 icon layout in Folders (only on iPad)

- Better battery performance

- Search bar in settings

- Music app

- 6 Digit Passcode

- Two Factor Authentication

- Battery Widget

- Many more that I can't list

 

iDevices compatible with this firmware:

 

- iPhone 4S, 5, 5S, 5C, 6, 6 Plus

- iPod Touch 5G

- iPad 2, 3, and 4 Retina iPads

- iPad Air, iPad Air 2

- iPad Mini, iPad Mini 2, iPad Mini 3
