You could try with AirPlay but I am not sure that works between Mac - iPhone. Do you still see the tweak installed on cydia (in the tab 'Installed')? If yes, refresh and try to delete it again, if no try to respring or reboot your device. Maybe you installed two similar tweaks that do pretty much the same thing, example: Noctis and Eclipse.

Yes, most of the games now have the possibility to save the data. You can log in with your Facebook account or GameCenter and you are all set, next time just log in again and your data it'll still be there. Obviously it depends on the game.
