Keep trying, SafeMode is not so easy to enable if you don't use it often, if it keeps failing then you may need to restore.

This may sound daft but check the time and date are correct, leaving a idevice turned off for a lengthy amount of time can sometimes reset the time and date way back to 1970.

If you can not enter "SafeMode" then you need to restore the device to stock. Entering SafeMode will allow you to remove the tweak that is causing the bootloop.

Open AppStore and download a new free app, one you don't have, install it run it see what happens.

Have you tried a reboot ? A reboot can fix most common issues.

Is the device Jailbroken ? What iOS ? I would say you need to update the apps ? Do you install apps that require Cydia impactor ? If so then it could be the 7 day licence has expired, simply reinstall with impactor. If you have not used it then the apps may need updating , the iPad may need an update. Due to you not touching it for 4 months I'd say most is outdated and need to be removed and reinstalled. What about stock apps ? Do these run correctly or do these have issues ?

You can't change it mate, from what I can remember I don't think it's been possible since iOS 7. We used to just be able to "Spoof" the MAC address but it's not been possible since Apple changed things.
