It is not even possible to jailbreak iOS 10.2.1 even with a computer -

It is cool and I like it but there is one bug that has been annoying me when I click on notifications it keeps spinning and nothing appears so I must click on show all notifications then it appears

Did you try installing stashing for iOS 9.3 if you didn't delete couple of tweaks then install stashing for iOS 9.3 then reinstall those tweaks -
