If your device is an A7 chip device and has shsh2 blobs for any iOS 10.x version, you can. If not; you can't. Some A7 devices are iPhone 5S and iPad Mini 2.

If you haven't; delete Impactor.exe and its dependencies and install the latest version from cydiaimpactor.com. Also, make sure you are not running Impactor as Administrator. I've never had this issue but I'm just throwing out ideas ?
