And that's where you went wrong, don't most people say you should never reset all settings because it makes your device go into a boot loop? Try using a different tool to restore it, what are you using to restore it to? iTunes? Because iTunes won't work.

You shouldn't reset the device that can cause a boot loop I heard. Try jailbreak again using pangu9 for 9.2.1 to 9.3.3 and once you do see if it reinstalls Cydia when you do if it recognises you don't have it, but you make have stuffed it up (the jailbreak).

They may block a VPN if it knows its one or something, just try using a different one or not one at all.

If he updated OTA well the jailbreak stops you from doing it (unless you are not in jailbroken state I guess) and i'm pretty sure he would have ended up in a boot loop.

No problem. Glad it works! Yes it does work, it should have for him, he said it did. It simply is just an offline version of the website, you install the profile and it adds the icon to the website version which is saved offline.

Well just by reading the error it says that it is trying to overwrite 'safemode' which I don't think it will let it to that because it doesn't what to remove jailbreak files. IDK why it would want to do that, whatever you are installing. Also if you ever post an image go to the image then right-click or hold on the image and click 'Copy Image URL', then it will display the image here without needing to click on it.

My first was having the same issue on the Mac version but I thought he was doing something weird when he was trying to restore his phone from a boot loop. Just try opening iTunes first and then plug it in and maybe try a few times, maybe its bugged but a new version of iTunes just came out.. idk.

You would have to create an app using a UIAlertView in the code, you can use XCode for Mac or Maybe Theos for Mac or Windows and you can side-load it using Cydia Impactor. But I have little to no experience with any of it. Yes but that's a problem if he doesn't have a spare jailbroken device laying around. I'm pretty sure there's Theos for Windows and Mac anyway.
