It does force you to update. Both hacks made by castix and ianouar3g no longer work due to the update. Except for some parts of it. Eg. In my experience the higher catch rate seems to still work.

Not working on iOS 9 Update: Now working after the recent Cydia Substrate update. I had to install the game in safe mode, finish the tutorial (by transferring in a new game), then it worked.

I only enabled the blue credit packs hack and then the game won't load any of the packs or the online multiplayer cups. -
